Just over three weeks remain until the start of the 2017/18 Premier League season, which means predictions are underway as to how it will pan out.Gary Neville became one of the first to predict who will win the title earlier this week and, much like this time last year, he believes it will be Manchester United or Manchester City."I said last season that the title would come to Manchester - and I was wrong - but I think this year it will," Neville told Sky Sports, per the Independent."I think Chelsea will dip a little bit. Not in a negative way, but just having the Champions League will bring different challenges.

"I think Tottenham will be strong, but I feel that either United or City will win it, but I'm not sure who!

"I say it every year, whoever recruits best, wins the league. Chelsea getting N'Golo Kante was a masterstroke and Eden Hazard and Diego Costa came back to form.

"All the clubs are going for the same players, they're all expensive and controlled by agents. So, whoever has the best relationship, the best contacts and is willing to put the money in will probably do it."

Neville failed to mention Arsenal or Liverpool in his prediction, which isn't overly surprising given neither club has won the Premier League for a long time.

Arsene Wenger and Jurgen Klopp have both been busy in the transfer window, signing Alexandre Lacazette and Mohamed Salah respectively, but doubts remain about their title credentials.

And Neville echoed as much in a conversation with Jamie Carragher on Twitter today, where he boldly claimed Liverpool are going to have a "bad season".

He did, however, admit he could end up regret saying it. Check out their tweets below.

In response to Carragher asking if he's bored, Neville wrote: "I'm just relaxed thinking about what a bad season your team are about to have!! (could regret this post)."

The United legend might want to delete his tweet sooner rather than later because if Liverpool finish above his old club, Carragher will never let him forget about it.

It's anyone's guess who will win the title - not to mention finish in the top four! - next season given the competitive nature of the Premier League.

United, Liverpool, Chelsea, City, Arsenal and Tottenham are all in contention - there's just no telling what will happen in 2017/18.
