The Blues have already spent £144m on the signings of Alvaro Morata, Tiemoue Bakayoko and Antonio Rudiger this summer.
Veteran club captain John Terry left the club over the summer and Diego Costa looks likely to follow him out the exit door after falling out with the manager.

£30m rated Alex Oxalde-Chamberlain is refusing to sign a new contract at Arsenal and is courting interest from the Gunners London rivals.
Conte believes the pacy 23-year-old midfielder can provide competition with Victor Moses for the right wing-back slot.
He impressed in that position for Arsenal towards the end of last season and his versatility to play in a host of different positions is also seen as a positive by Conte.
Linked with Spurs throughout the summer, The Telegraph also believe Chelsea are showing interest in £50m rated Everton midfielder Ross Barkley.
Dutch manager Ronald Koeman recently confirmed reports suggesting the wantaway midfielder is pushing for a move away from Goodison Park.
"We made a good offer of a contract," revealed Koeman. "He declined.
"Ross told me at the end of the season he wanted another challenge. OK, he is not in Everton’s future any more. It is his decision. I need to respect that and see what happens.
“What I heard from the board at the moment is that there is no offer on the table for Ross.”
Gary Cahill is the only Englishman in Chelsea's first team squad and The Telegraph believe that Conte wants to sign at least one English player before the window slams shut.
