There's simply no telling who will finish where in the Premier League, though Chelsea and City appear to be the favourites for most.

But not if you're Alan Shearer.

The Match of the Day pundit, writing for The Sun, has ruled out Chelsea and Arsenal unless they spend more money between now and the end of the transfer window.

On Chelsea, Shearer said: "I fear Chelsea might have made the same mistake this summer. I think they still need at least two or three new additions between now and the end of the transfer window."

And on Arsenal, he added: "[Alexandre] Lacazette and yesterday's goalscorer, Sead Kolasinac, are their only two signings this summer.

"That is not enough for the Gunners if they want to be challenging for the title, which is ultimately what their supporters want."

Shearer believes it will be the two Manchester clubs fighting to finish top come next May because of the business Jose Mourinho and Pep Guardiola have conducted this summer.

The Newcastle United legend didn't mention Liverpool or Tottenham, suggesting he thinks neither clubs are capable of challenging.

"Both Manchester United and Manchester City have splashed out millions to try to wrestle the title back," Shearer concluded.

"City hired Pep Guardiola to win the Champions League and the Premier League, so he has to claim some silverware this season.

"And I think they will be battling it out with United for the title come May."
