Portsmouth will face Blue Square Premier champions Stevenage in the first round of the Carling Cup.
Pompey, still in administration following their relegation from the Premier League and managerless after Avram Grant departed for West Ham, must travel to Broadhall Way to face opponents who could hardly have hoped for a better tie to open their first League Cup campaign.
The other two relegated Premier League teams - Hull and Burnley - have been given byes and will enter at the second-round stage.
Coca-Cola League Two newcomers Oxford were handed a home tie against Bristol Rovers, while Southampton will host local rivals Bournemouth.
Beaten play-off finalists Cardiff will welcome Burton to the Cardiff City Stadium, and, in what could be the first competitive match at their new B2net Stadium, Chesterfield host Middlesbrough.
The ties will be played on the week commencing August 9.
