With Andre Villas-Boas on board, the Portuguese manager have reportedly pinpointed Sissoko has the ideal man to kick-start a new era at Stamford Bridge.
At just 21, Sissoko would breath new life into an ageing Chelsea squad.
Liverpool are looking for similar impact, with Kenny Dalglish reportedly given a hefty transfer kitty to develop a reds squad which finished sixth in the Premier League.
Dalglish has already signing Luis Suarez, Andy Carroll and Jordan Henderson since taking over at Liverpool in January.
Meanwhile City, who qualified for the Champions League and won the FA Cup last season in Roberto Mancini's first full season in charge, are looking for back up for Gareth Barry, 30.
City will be able to use their Champions League status and growing reputation in Europe as a carrot for Sissoko, who finish outside the European positions with Toulouse.
