Portsmouth manager Steve Cotterill is scouring the loan market again after missing out on his top target.
Cotterill had his sights set on a Premier League defender but has been told his club now want to keep hold of him.
Speaking at a BBC Radio Solent forum, Cotterill said: "We've made zero progress."
He added: "There is one I wanted because we can afford only one more. That would be a loan. The one I wanted could play right-back, centre-back, centre-midfield, right-wing and up front.
"The Premier League club are going to keep him - which is a disappointment.
"If I was them I'd keep him there, too."
