The Brazil international is also said to be attracting interest from Russian big-spenders Anzhi Makhachkala and Terek Grozny after falling somewhat out-of-favour in west London.
According to The Sun, both Arsenal and Spurs are potential suitors for the 29-year-old, who has reportedly failed to impress Andre Villas-Boas since the Portuguese was named Chelsea boss.
Arsenal had been linked with Alex in the summer as Arsene Wenger scoured the market for defensive reinforcements.
Whether or not a formal approach was made remains to be seen, but the Arsenal boss did add German star Per Mertesacker to his ranks.
Like Arsenal, Spurs were also after some support at centre-back during the transfer window, and Harry Redknapp failed in a bid to bring Gary Cahill to White Hart Lane.
The north London rivals could now be set to go head-to-head, should Chelsea allow Alex to leave Stamford Bridge.
