Harry Redknapp has left the likes of Luka Modric, Scott Parker and Emmanuel Adebayor in London, while Rafael van der Vaart was not registered for the group phase.
Only Benoit Assou-Ekotto and Younes Kaboul are expected to survive from the starting XI that lost 2-1 to Stoke on Sunday. Jermain Defoe and Giovani Dos Santos will also feature.
Steven Pienaar, Sandro and Danny Rose are also expected to be involved, while Niko Kranjcar could make his return from injury.
Meanwhile, Shamrock boss Michael O'Neill will lead out Rovers for the final time after he decided to step down from his role. He could become the new manager of Northern Ireland.
Redknapp wary of Shamrock threat
Tottenham know they have a mountain to climb if they are to progress into the last 32 of the Europa League.
Following a shock defeat at home to PAOK in their last outing, Spurs must tonight beat Shamrock Rovers by a margin of five goals, and also hope PAOK beat Rubin Kazan.
Harry Redknapp, though, is optimistic his side can get the result required against comparative minnows Shamrock in the Tallaght Stadium.
The Spurs boss, however, will not be taking the League of Ireland outfit lightly, especially after they took a surprise lead at White Hart Lane in the two clubs' previous meeting.
“This will be a tough game for us, no doubts about it,” said Redknapp. “We’ve left ourselves in an almost impossible position after losing at home to PAOK.
“It’s a difficult task and I’m not going to disrespect Shamrock Rovers by suggesting that we’re going to score five or six goals.
“To win the game alone will be a difficult enough task but we’ll try to do that and go from there.”
He added: "I want to win [tonight]. We had a strong enough team against PAOK but we made a poor start and couldn’t get the goals back.
“We’ve come here with a decent team and we want to win this game.”
