An unnamed Premier League club has lodged a bid for Bologna’s Gaston Ramirez, according to the player’s agent.
The Uruguayan has been linked with a move to both Liverpool and Manchester United, following a series of impressive displays in Serie A this season.
Such has been his form that a mystery club has already submitted a bid for Ramirez’s services, according to his agent Paul Betancourt.
"Are Napoli close? You need to ask the club," he said.
"All that I know for sure is that an English club is ready to take Bologna's 70 per cent and Penarol's 30 per cent in him.
"That doesn't mean that he is definitely heading over there as there are other teams like Juventus, who are interested.
"That said, the only concrete offer to date comes from England. Given the numbers of clubs interested in him, I think he will be leaving Bologna in the summer."
The news is a worry for both Liverpool and United, who have both previously been noted with an interest, that a main target could slip through their fingers.
Given the problems encountered by Stewart Downing this season, the addition of Ramirez would be worthwhile recruit for Liverpool, while a healthy challenge for Champions League qualification would make the move a significant step for the 21-year-old.
In addition, the move would continue the trend Liverpool have employed of late, of signing emerging youngsters rather than solely establish players.
In contrast to Liverpool, United have a plethora of wingers in their squad with Ji-Sung Park, Nani Antonio Valencia and Ashley Young in their ranks.
After a spending spree last season, which included bringing in both Phil Jones and David de Gea as well as Young, United are unlikely to splash the cash in the same way this summer.
Instead, United are likely to have a quiet summer, with more players, such as Dimitar Berbatov, expected to leave rather than join.
