The 24-year-old box-to-box midfielder has won praise this season for a number of impressive performances at the heart of the Millwall midfield, and Arsenal have reportedly tracked Trotter, among other Football League targets.
The Ipswich-born midfielder was linked with a move to the Premier League in the summer after a breakout season with Millwall last year.
And the report claims Arsenal scouts have now visited the Den to watch Trotter in action this season.
The Daily Mail reports Arsenal chief scout Steve Rowley was present at Millwall's 2-1 win over Derby last weekend to watch Trotter as well as Derby youngster Will Hughes.

Also on Arsene Wenger's radar is Burnley forward Charlie Austin - who is one of the leading scorers in the lower leagues this year with 17 Championship goals, and Crystal Palace sensation and recent England call-up Wilfried Zaha.
Arsenal have successfully mined the lower reaches of English football in previous seasons, and Wenger could be set to reach back into the Championship and below to sign the most promising young players.
In recent seasons the Gunners have purchased Alex Oxlade-Chamberlain and Theo Walcott - then playing for Southampton in the Championship and League One - Carl Jenkinson from Charlton, and Aaron Ramsey from Cardiff.
