The 19-year-old AZ playmaker has made two appearances for the Netherlands, and is believed to be a transfer target for Arsenal and Manchester City.
Maher made his debut for AZ last season, and has gone from strength to strength this campaign, making 18 appearances and scoring five goals.
His impressive form has triggered interest from the likes of City and Arsene Wenger's Arsenal, while Dutch giants PSV are thought to be keen to keep him in Holland.
But Verbeek insists Arsenal would be the ideal team for Maher to join.
Speaking to Dutch talk show Studio Voetbal, Verbeek said: "I think Arsenal is a perfect club for him. With Arsene Wenger, who worked with young talents like him before.
"He can get the most out of himself at Arsenal. Look at Robin Van Persie, he joined Arsenal at a young age and look what he achieved."
The teenage midfielder made his Dutch national team debut under Louis van Gaal last August, featuring in the Netherlands' 4-2 defeat to Belgium.
He was initially included in Van Gaal's 36-man preliminary squad for Euro 2012 after a stellar debut season in the Eredivisie, but was cut before the tournament as Van Gaal trimmed his squad to 23.
The Moroccan-born midfielder is widely regarded as one of Holland's brightest talents, and Arsenal and City have reportedly been monitoring the youngster's progress for the past few seasons.
