Spurs, Arsenal, Liverpool and Manchester City have all scouted the midfielder this season, but the report claims the Premier League quartet could be usurped by Wolfsburg.
The German side have reportedly made Benat their summer transfer priority as they plan for life after Diego.
The Brazil international is expected to leave Wolfsburg at the end of the season, and the club thinks Benat could be the ideal like-for-like replacement.
Spartak Moscow are another keen on Benat, but they may struggle to compete with the Premier League giants and Wolfsburg, who coud look to tempt the Spain international with the offer of regular first-team football.
The 26-year-old has 16 yellow cards this season - one of the highest totals in Europe. But he's also an extremely gifted central midfielder.
He's scored four league goals this term and provided a club-high seven assists.
The Spain international primarily operates in a deep-lying midfield role, similar to the one Javi Garcia plays in for Manchester City.
Spurs also have Scott Parker and Mousa Dembele in midfield, but may look to strengthen this summer while Arsenal are still looking for a long-term replacement for Alex Song. The ex-Gunners star left for Barcelona at the end of last season.
