Karel Jansen, van Ginkel's agent, insists no deal has been agreed between Chelsea and Vitesse but revealed the Premier League club are keen to bring the Dutch under-21 star to Stamford Bridge.
But Jose Mourinho can expect competition from a number of top clubs for his signature, according to Jansen, including Eredivisie champions Ajax.
"Chelsea are interested, we don't deny it," Jansen told De Telegraaf. "But there are more clubs. Ajax had made official contact with Vitesse, but they don't want to talk with them.
"The situation is that we wait until after the European Championship and then will look for the best step.
"Marco still has two years under contract at the GelreDome, so we don't know if he will leave Arnhem but there isn't an agreement right now."
Chelsea have a strong relationship with Vitesse, several young Blues have joined the Dutch club on loan in recent seasons, and the report even claims Chelsea are helping their counterparts find a new coach.
Van Ginkel is currently on international duty with the under-21 squad in Israel, and the 2013 Dutch Talent of the Year has impressed watching scouts.
The Blues handed a one-year contract extension to Frank Lampard towards the end of last season, but the club will want a long-term successor in place sooner rather than later.
