The Atletico Mineiro starlet has a bourgeoning reputation as one of the hottest prospects in South America, and has confirmed he should be on the move following the second leg of the Copa Libertadores final next week.
Tottenham have a long-standing interest in the winger, and reportedly sent scouts to watch him in action at the Confederations Cup. Liverpool, Borussia Dortmund and Shakhtar Donetsk have also been linked with making a move, while Porto reportedly had a £15.5 million bid rejected recently.
Now according to the Mail, both Liverpool and Tottenham are ready to step up their efforts to land the 20-year-old, and have made official enquires to Mineiro who rate the player as worth £20 million.
Both Spurs and Liverpool, who are hopeful of not having to pay that amount, are at a disadvantage because they cannot offer Champions League football like their rivals, while the likes of Porto, Shakhtar and Dortmund have plenty of cash at their disposal following the sale of high-profile players.
Bernard, who was suspended for the 1st leg of the Copa Libertadores final which Minerio lost 2-0 against Olimpia, has dropped the clearest hint yet that he is on his way to Europe.
"Regardless of whether it is my last game, it will be one of the most important titles of my career," he said. "Libertadores is very important for the club and for the players.
"I will do my best to make the fans happy, because moments like this may not happen again."
Tottenham have already secured the services of one Brazilian this summer in Paulinho while Liverpool have also been active, snapping up the likes of Iago Aspas and Luis Alberto.
