The Magpies were believed to have increased their offer for the French international to £6.9million last week.
However, the Ligue 1 club have been reportedly holding out for a bigger offer for the 27-year-old.
Manager Alan Pardew has been eager to increase his attacking options after losing Demba Ba to Chelsea in January 2013.
Pardew, 52, after failing to agree a deal with the Lyon striker, who scored 18 goals last season, will now turn his attentions to Queens Park Rangers striker Loic Remy.
Remy, 26, has been linked with a season-long loan deal at the Tyneside club.
If the French international joins the Toon Army, he will become the 11th French player under the leadership of Pardew.
Shola Ameobi and Papiss Cisse are the club’s only recognised strikers and Pardew has been working with chief scout Graham Carr and the club’s new director of football Joe Kinnear in trying to recruit new talent ahead of the Premier League opener at Manchester City.
