Arsenal have so far only signed Yaya Sanogo and do not seem to have done much with the £70 million that the board promised the club's supporters. All their attempts so far seem to have ended in failure with players going to other clubs.
So, with all this money in reserve, who should they sign?
Goalkeeper: Julio Cesar (QPR) - £2 million
After seeing the London club relegated last season Brazil international keeper Cesar will have to jump ship to hope to maintain a place for the World Cup next summer.
Joining Arsenal would be a step in the right direction for the player and the club. The Gunners need a competent keeper to significantly challenge Wojciech Szczesny for the number 1 spot.
With Vito Mannone gone and only Damian Martinez and Lukasz Fabianski present, having Champions League winner Cesar there would boost the dressing room.
And to get a 33-year-old international keeper who is still motivated for £2 million it would not only be a bargain, but a steal. Wenger needs to realise he needs a teacher for Szczesny and Cesar seems to be the only option.
He is, however, wanted by Fiorentina so Arsenal may have a battle on their hands.
Defender: Adil Rami (Valencia) - £7.75 million
France international Adil Rami has 25 caps for Les Bleus and at the age of 27 is hitting his prime. Rami has a tall figure at 6"4 but he also has deceptive pace.
He would make an ideal combination alongside compatriot and fan-favourite Laurent Koscielny. He is very strong in the air but he is also already a perfect passer who could find a player at some range.
Valencia have said he is available to leave for as little as £7.75 million. To pay this for a top-level centre-back who has played in the Champions League is a coup, and although slightly injury-prone presents better value-for-money than Ashley Williams and should at least be considered as a competent back-up or a starter for the Gunners.
Defensive Midfielder: Etienne Capoue (Toulouse) - £8.6 million
Tottenham have already had a bid accepted for the midfield giant and at that price would show how much of an impact he could have in the current Arsenal squad.
He could partner brilliantly in the midfield with Jack Wilshere and shield the defence while helping to add some physicality and brute strength to the Gunners midfield.
Capoue can do anything required defensively be it winning aerial duels to making those interceptions. He can also make great through balls and bring another dimension to the Arsenal attack.
Reported to have been valued at £8.6 million by Toulouse he would be a cheap but incredibly effective and necessary addition to the Arsenal midfield.
Attacking Midfielder: Christian Eriksen (Ajax) - £15 million
Coming into the last season of his contract the highly-rated Danish youngster could become an Arsenal star. He absolutely slaughtered Manchester City in the Champions League and there has been no doubt of his talent for quite some time.
But this move will be perfect for Arsenal as well. Against Galatasaray the Gunners found it difficult to break down an organised defence and Eriksen could be the one to help Arsenal find a way through.
Santi Cazorla last season played 47 games for Arsenal and adding a skilled player like Eriksen would help lift the burden while also beefing up the squad as they want to face the big boys.
Ajax recently quoted £15 million as the price it would take and for Arsenal to sign him would be a signal of intent and be for the greater good. Eriksen could be like Juan Mata, only play to that level for Arsenal.
With Dennis Bergkamp as the Dane's mentor, it would only make sense that should Arsenal try to sign him he would like to join the club.
Striker: Luis Suarez (Liverpool) - £40 million plus £1
Luis Suarez's name has been used by everyone and Arsenal fans want Arsene Wenger to sign him.
He seems like a perfect fit as a mobile player who would be motivated to score goals for the Gunners and with the Premier League becoming involved in his contract wrangle, it seems that Arsenal are destined to get him.
The perfect high-profile player that would really strengthen Arsenal and weaken a rival. He could be a great signing and alongside the aforementioned four players, what a squad it could be.
