Tottenham striker Roberto Soldado and Arsenal playmaker Santi Cazorla have missed Vicente del Bosque's selection for the Spanish national team. La Roja will play two World Cup qualifiers against Belarus and Georgia in the next international break.
Chelsea duo Cesar Azpilicueta and Fernando Torres also miss out.
Soldado has two Premier League goals for Tottenham so far this season, but misses out in favour of Manchester City's Alvaro Negredo and Atletico Madrid's David Villa.
Another Atletico striker Diego Costa is waiting for papers to be validated by the Spanish FA that would allow him to declare for La Roja, rather than his native Brazil.
Arsenal left-back Nacho Monreal makes the 24-man squad despite featuring mainly as a substitute this season, while Premier League duo Juan Mata and David Silva are included.
Vincente del Bosque has explained the reasoning behind his selection of Atletico reight-back Juanfran over Chelsea's Azpilicueta:
"[Atletico right-back] Juanfran deserves his chance.
"We also have Azpilicueta, Montoya and Carvajal, but they do not play. Juanfran is playing well for Atletico."
Santi Cazorla was a major doubt for this squad through injury picked up during Spain's last international fixtures, and has not featured for Arsenal since the signing of German international Mesut Ozil.
