Rumours persist that City are looking to bring in Fraser Forster as a replacement for Hart, while Costel Pantilimon impressed in City's Capital One Cup win at Newcastle.
Hart was guilty of several errors last season and he's taken his patchy form into this campaign.
However, despite the gaffs, midfielder Rodwell claims Hart is still number one - and everybody at the club knows it.
"Joe is No. 1 and Costel is good competition for him," Rodwell told the Guardian. "We all know Joe is No. 1 but Costel put on a good performance against Newcastle."
Some had claimed that Pantilimon's impressive performance may earn him a spot in the City team this weekend, but it appears he will again be dropped for the England international.
Pantilimon played all of City's FA Cup games last season, before being dropped for the final - which City lost to Wigan.
And despite praising current number one Hart, Rodwell does believe Pantilimon is a good keeper.
"He's an international keeper but, having Joe in front of you would be difficult for a lot of keepers," Rodwell added. "He digs away, puts on a good performance and the Capital One Cup is good for him this season.
"He made two saves which kept us level -- if they had gone in, the tie could have gone either way. He's a good lad who trains well every day. He and Richard Wright [the third choice] are both good."
Rodwell will himself be looking to get more game time, after he played over an hour in City's cup win.
He still harbours hopes of a World Cup spot this summer but knows regular appearances are a must.
