The Morocco international moved to Dynamo Kiev from Montpellier over the summer, but was linked with both Arsenal and Spurs before the switch.
And he's been mentioned as a target for both again in the winter window, having failed to settle in the Ukraine.
And speaking to French newspaper L'Equipe, the 23-year-old admitted he's working hard in Kiev in the hope of being spotted by an English club like Arsenal or Spurs.
"Am I still dreaming of playing in England? Of course," Belhanda told L'Equipe.
"Maybe I did not do enough last season to attract an English club. So I had to go through Ukraine to achieve my goals.
"In the meantime, the main objective is to become champion of Ukraine or to qualify for the next Champions League."
The ex-Montpellier star can play behind the striker or out wide, and was believed to be the subject of attention from Arsenal and Tottenham scouts last season.
Another former-Montpellier star, Olivier Giroud, moved to Arsenal after the club's title-winning season in 2012. It was thought Belhanda could follow to the Emirates Stadium.
Spurs were reportedly watching Belhanda as a potential replacement for Rafael van der Vaart, although the White Hart Lane club is now blessed with a talented group of attacking midfielders.
