The Daily Mirror claims the Reds, Barcelona, Atletico Madrid and Inter Milan are all keen on the teenager, and all scouted him at last summer’s U17 World Cup.
Currently plying his trade at Penarol, the interest of Liverpool has been peaked after a glowing recommendation for compatriot Luis Suarez.
The older striker has made a huge impact at Anfield since his arrival in January 2011, and the paper claims he has now suggested the young forward to Liverpool manager Brendan Rodgers.
Mendez is well within the Reds’ budget, with £3million reported to be enough to bring the player to Merseyside.
Liverpool will know they face a transfer battle for the South American starlet however, with Europe’s heavyweights monitoring the situation.
Barcelona has become a home for several of the continent’s best players, with Lionel Messi, Dani Alves and Alexis Sanchez just three players setting La Liga alight at the Nou Camp.
