Liverpool and Arsenal are both in talks with Anderlecht star Cheikhou Kouyate, according to the Daily Star.
The 24-year-old Senegalese defender has expressed his desire to play in the Premier League with the Reds and the Gunners leading the chase for his signature.
Manchester City and Southampton are also said to be monitoring the star.
"I have been in talks with representatives from Liverpool and Arsenal over Cheikhou Kouyate," said the player's agent, Saffet Balkan.
"Arsenal are very interested in Kouyate. It’s very likely that he’ll be joining a Premier League club soon."
Balkan is quoted as saying: "Southampton and Manchester City have also been in contact with me over him.
It's very likely that he will be joining a Premier League club soon."
Kouyate has played 25 times for Anderlecht this term, and has experience in the Champions League, which would prove vital for both clubs next season if they carry on their impressive form.
He is predominantly a centre-back, but can also be deployed in defensive midfield if needed.
Arsene Wenger is thought to have first expressed interest in the player following his impressive performances at the 2012 Olympics in London, but was unable to secure a work permit.
Now, however, the defender has been granted Belgian citizenship and is therefore able to move freely to the UK.
