Lingard, who scored four goals on his debut, was recalled to Manchester United at the beginning of January but is yet to feature in a competitive game for the Premier League leaders.
Meulensteen managed to tempt Ryan Tunnicliffe and Larnell Cole to west London on deadline day but failed to persuade Manchester United into selling Lingard.
Birmingham wanted to keep Lingard until the end of the season, however the Warrington-born player wants to stay at Old Trafford to fight for a first-team spot.
