Fulham boss Rene Meulensteen was keen on bringing the attacking midfielder to Craven Cottage after working with the 21-year-old at Old Trafford.
Lingard, who impressed David Moyes during pre-season, has failed to break into Manchester United's first team so far this season.
The youngster spent the beginning of the season on loan at Championship outfit Birmingham City where he again showed his quality.
Lingard, who scored four goals on his debut, was recalled to Manchester United at the beginning of January but is yet to feature in a competitive game for the Premier League leaders.
Meulensteen managed to tempt Ryan Tunnicliffe and Larnell Cole to west London on deadline day but failed to persuade Manchester United into selling Lingard.
Birmingham wanted to keep Lingard until the end of the season, however the Warrington-born player wants to stay at Old Trafford to fight for a first-team spot.
