The Spain international is one of 13 Barca stars made available for transfer this summer, with the La Liga giants set to undergo a root-and-branch clear-out at the end of the season.
Pedro, who has been linked with United and City inside the last month, is reportedly unhappy under the management of Tata Martino and has rotated in the starting eleven with Alexis Sanchez.
Despite the fact that Martino might not last the summer as Barca boss, the report claims Pedro could still be moved on anyway with just nine Barca first-team players judged "indispensable" by the club.
Along with Pedro, Barcelona are willing to listen to offers for Cesc Fabregas, Alex Song, Javier Mascherano, Dani Alves, Adriano, Ibrahim Afellay, Jonathan dos Santos, Cristian Tello, Isaac Cuenca, Sergi Roberto, Alexis Sanchez and Oier Olazbal.
The only Barca stars not for sale are Leo Messi, Jordi Alba, Gerard Pique, Sergio Busquets, Andres Iniesta, Neymar, Martin Montoya, Marc Bartra, and Xavi.
Earlier this season the Daily Star reported that Pedro, who has a release clause of £125m in his Barca contract, would be available for around £25m this summer.
