Even though The Bella Twins have improved a great deal, especially Nikki, it is long overdue for someone else to be on top of the WWE Women's Division. Unfortunately, this past month has only resulted in rumors and no significant developments.
Why place Paige, already a two-time Divas Champion, back in the top contender position? It made no sense for her to become number one contender in a battle royal right after Naomi had just pinned current champion Nikki Bella in a non-title match.
Why allow this if Naomi was not going to become the number one contender? Setting up a heel turn only for Naomi to still come up short was also pointless. The angle involved Paige becoming top contender and Naomi taking her out in order to claim the title shot. This led to Paige's brief absence.

What is going on?
Then, Nikki Bella successfully defended the Diva's Championship against Naomi at WWE Payback in a match that was not believable, considering the vast difference between their ability levels. It also made no sense for Tamina to cause Naomi's disqualification in her rematch with Nikki Bella on this past RAW and for Paige to take that moment to return to RAW.
Paige is likable, but her current character is rather dull, and several women on RAW and NXT are better in the ring. If she is going to become champion again it should be in a longstanding feud or rivalry with someone who will force her to step up her game the way her rivalry with AJ Lee
almost did. Paige is also better suited as a heel, at least until WWE improves or changes the character.

Who should take the blame?
Maybe the character's lack of charisma should be blamed on the writers, but WWE continuing to hold back Naomi and Tamina is absurd. They are among the best wrestlers in the WWE. Naomi should have won the Diva's title by now, and it should have happened while she was a face.
Likewise, Tamina was already being held back before her long absences due to injuries. Her services as AJ Lee's bodyguard, which eventually became reluctant, should have ended with her demanding a title shot from AJ and winning the title. It would not have mattered much if AJ eventually won back the title.
The Naomi and Tamina alliance should remain intact until one of them wins the Diva's title. It could be a quiet, friendly separation or a bitter feud. At any rate, they should drop the title back and forth a couple of times in a long rivalry.
Natalya and Alicia Fox are the only main roster divas in Naomi's and Tamina's league. Natalya deserves another run as champion instead being limited to Cesaro's and her husband Tyson Kidd's tag team angles.
The in-ring work of Fox, a former Diva's Champion, was solid before WWE watered down her character and limited her appearances.
Sasha Banks and Charlotte have also excelled in terms of charisma and ring work. They belong on the main roster, and they deserve to receive major pushes soon. Even though it was not a main roster match, Banks' successful NXT Women's title defense against Becky Lynch last week at "Unstoppable" deserves "Match of the Year" consideration.
What WWE needs to do
Nobody will think Charlotte has received favoritism for being Ric Flair's daughter, especially considering the classic match she had with Natalya when Ric Flair and Bret Hart were in their respective corners.
According Gabriella De Feo's GiveMeSport.com article, AJ Lee's calling out of Stephanie McMahon and the subsequent "Give Divas a Chance" hashtag movement on Twitter pressured Triple H and Stephanie McMahon to make plans for improving the women's division, only to meet opposition from Vince McMahon. Unfortunately, Vince seems to prefer the current format.
Between 2000 and 2004, Lita versus Trish Stratus was an incredible, main event worthy rivalry. These women left it all in the ring. WWE needs something like that right now.
