I'm not sure any one is 100% positive with what is going on with regards to Dolph Ziggler and his current situation with the WWE.
Ziggler seems to be coming to the end of his contract with the company in the next few months or so and his future is up in the air.
Ziggler apparently wants guarantees of a big push before he re-signs with the WWE and original reports stated that he was being left off WWE TV lately because of the negotiating of a brand new deal.

Ziggler was attacked on RAW last week by a returning Rusev and the Bulgarian Brute slammed Dolph's throat on to his crutch causing a story-line injury which the WWE is using as the reasoning for Ziggler being off TV.
As previously mentioned, no one truly knows if Ziggler has signed a new deal with the man himself denying completely that he had signed a contract. Well, we may finally know the truth.
After much speculation and different stories from Ziggler himself, PWInsider, via Wrestling Inc, has apparently confirmed that Ziggler has indeed signed a new contract with the WWE, and is apparently already reaping the benefits of it.
According to the report, Ziggler is "out of action indefinitely" in the WWE storylines because he's going to Vancouver this week to star in a WWE Studios thriller titled '6:42.'
Dolph's character will apparently be a cop named Ray Fitzpatrick, who has to overcome his past while dealing with a plot to blow up a child with a bomb strapped to their chest.
Filming is scheduled to go on for four weeks, which will put Ziggler back on WWE TV in mid-August before SummerSlam, potentially to reap his revenge on Rusev and potentially set up a match that would probably only make the Pre-Show.
