This is according to Jamie Jackson of the Guardian, who understands that United have a long-term strategy in place to sign the Brazil international.
The Red Devils are acutely aware that it will be difficult to sign the world-class forward before the transfer window closes on September 1, but Manchester United believe the transfer could happen next summer if they fail to land him this month.

Sources close to the player have told the Guardian that Neymar would consider joining Manchester United. He is reportedly attracted by the size and history of the English giants, while the opportunity to play in the Premier League also appeals to the South American.
The Sun reported on Friday that Manchester United’s executive vice-chairman Ed Woodward was in Barcelona last week to hold talks with the Catalan giants over a potential deal for Neymar, while Louis van Gaal name-checked the Brazilian as a player he admires in one of his pre-season press conferences.
Neymar’s international agent Pini Zahavi was also spotted at Old Trafford during Manchester United’s 0-0 draw with Newcastle on Saturday afternoon.
Supporters should be wary of latest reports
That the Guardian are now also reporting Manchester United want Neymar is likely to stun the club’s fans, who are hoping Woodward can deliver a marquee signing before the transfer window slams shut.
However, many supporters will understandably be wary this could all be an elaborate ploy by Neymar and his representatives to negotiate a better contract at Barcelona.
The 23-year-old has three years left on his current deal at the Camp Nou but may want a pay increase after scoring 39 goals last season, helping Barcelona secure an historic treble in the process.
