De Bruyne left Chelsea in January 2014 for £18 million and Jose Mourinho recently claimed he had no regrets in letting him go as the midfielder did not want to compete for his chance in the team.
But Hazard believes his former Chelsea college has all the attributes to shine at his new. As per talkSPORT, the Belgian told L'Equipe: "He has the qualities to impose himself,
"He showed last season at Wolfsburg that he is a great player. He has something to prove (in England) and it can only be good for the national team."
Chelsea and City have had quite contrasting starts to the new season. The Blues are already eight points behind the two-time Premier League champions.
The Sky Blues dismantled Chelsea 3-0 at the Etihad and have kept up their perfect start since then, while Mourinho's men have dropped five points at home.
If Chelsea have any realistic hope of reclaiming their title they must kick on following the international break.
