Charlotte became the inaugural Women's Champion after defeating Sasha Banks and Becky Lynch for the title at WrestleMania 32. Since then, neither one of her opponents has been in pursuit of another match for the title.
Lynch has since started a feud with Emma while Banks has only gone on and defeated Summer Rae on the Monday Night Raw after WrestleMania. No matches have yet been confirmed for Payback for either woman.
The current Women's Champion in the meantime is in a feud with Natalya, as the two had a confrontation on the Raw after WrestleMania, and then they had a match for the championship the week after. That clash ended in a DQ win for the Candian after Charlotte's father, Ric Flair, interrupted in the match by pulling the referee out of the ring.

They now look set to meet at Payback on May 1 to settle the matter, and once again for the Women's Championship. However, according to reports, this might not be the only time they meet, and it also might be some time before we see The Boss in the title picture once more.
NoDQ has stated: "According to Dave Meltzer of F4WOnline.com, Charlotte and Natalya are currently scheduled to have a two-month feud that will include two PPV matches. Charlotte vs. Sasha Banks was originally scheduled but WWE has decided to wait on having Sasha Banks compete for the Women's Title again until Summerslam."

So not only will we have Charlotte vs Natalya for the Women's Championship at Payback, but we will also have the match at Extreme Rules on May 22 as well, and also we will have to wait until SummerSlam on August 21 to see Banks in another opportunity to win the title.
Not only are some WWE fans disappointed that The Boss didn't win the title at WrestleMania, but they're going to be even more disappointed that she might not get another title shot now until the end of the summer. Considering she has such a strong fan base, this might be an oversight.
However, there are benefits as to why she didn't win at WrestleMania, and why she isn't in the title picture until SummerSlam. Winning a triple threat match is always undermined by many fans, especially if it is for a title because you don't have to pin the current champion to win.
Also, SummerSlam is taking place at the Barclays Center, the same arena which Banks had the epic NXT Women's Championship against Bayley at NXT TakeOver: Brooklyn last year. It would be great for her to win the championship in the arena and have another good match there.
Plans are always subject to change when it comes to the WWE, but it would be hard to imagine The Boss not winning the Women's Championship between now and the end of the year.
