Is WWE stalling in the control of Monday Night Raw storyline?

So at WWE Payback, we eagerly anticipated Vince McMahon’s announcement as to who would gain control of Monday Night Raw.

In what should have been a fairly straightforward segment that could have been one scenario or the other (i.e. Shane McMahon in charge or the return of The Authority), it appears nothing has changed except for the fact that both parties have control.

Of course, this decision from Vince McMahon presents a variety of future possibilities, many of which have been covered in numerous articles online, but we could consider something slightly different to be occurring here, and something slightly outside the box.

Given the fact that the announcement itself does not present any concrete action, leaving the situation still very much open to interpretation, we should consider the superstars that are currently scheduled to return shortly.

John Cena will be returning to Monday Night Raw on Memorial Day, Seth Rollins is likely to return in June, and has been backstage at WWE events, and finally, Randy Orton may return in July-August time.

These are significant returns because WWE might be planning to bring these superstars into the mix in order to develop the storyline further, which would likely result in the traditional Survivor Series tag team match.

We know all three superstars have previously been involved in The Authority’s storylines, either being members of the faction or fighting against it, however, recent rumours have suggested that Seth Rollins will be returning as a face, meaning he may seek to reform The Shield upon his return or feud with Triple H.

Given that WWE is known to constantly change its plans at the last minute, sometimes even on the night of an event, this appears to be another example of just that and we may see further stalling until the aforementioned superstars are cleared to compete.
