Tottenham boss Harry Redknapp has not given up hope of signing Craig Bellamy or Wilson Palacios but admits Manchester City are pole position to take both players if they want the pair.
Bellamy wants to leave West Ham for White Hart Lane and Redknapp is also keen on Wigan midfielder Palacios - but City could hijack either deal with the amount of money their owners from Abu Dhabi can offer.
Redknapp, who has already seen bids turned down for Bellamy, said: "Man City are in and when they are the others have no chance. They just outbid and outpay. It will be difficult but I haven't given up."
City have also been reported to be interested in Palacios.
"The chairman is talking to Wigan," Redknapp added. "I like Palacios. I think he is a tremendous player."
Redknapp is looking for reinforcements after seeing his injury concerns deepen during Sunday's 1-1 draw against Portsmouth.
Roman Pavlyuchenko was carried off with an ankle injury and although that is not serious, Ledley King's hamstring complaint is more worrying.
"He won't play for a long time," Redknapp said.
Goalkeeper Heurelho Gomes started the match with a groin complaint and Redknapp admits he needs to buy cover as he does not trust veteran Cesar Sanchez or youngster Ben Alnwick.
"No disrespect but if I had confidence in the Spanish goalkeeper I would have played him," Redknapp said. "It is an area I'm looking at still."
