Chief executive Jim Rodwell believes Notts County are unlikely to get their transfer embargo lifted until the summer.
The Coca-Cola League Two club have twice tried to get the ban overturned in order to add to their promotion-chasing squad.
"The embargo is in place and it will be in place until we get our salary cost management under control," Rodwell told BBC Radio Nottingham. "But it will have to be lifted in the summer - or we won't be allowed to continue in the same vein."
Rodwell admits it is difficult for County to cut their wage bill until the end of the season.
He added: "Our ability to trade out is limited, we need to keep what we have got and we are pretty thin in terms of numbers.
"The reason the salary capping is there is to encourage clubs to become more prudent in their housekeeping and we need to get ours under control."
