According to The Telegraph, a move to Tottenham is most likely and a deal could be agreed soon.
Arsenal and Everton have also been linked, with the Toffees making a formal offer, but according to the report the midfielder has his heart set on a move to the Lilywhites.

It'll be a blow to Southampton to lose him, but if they can reinvest those funds in someone who wants to be at the club then they'll be happy.
As for Spurs, it'd be quite a coup.
They need to strengthen their midfield as Jose Mourinho puts his stamp on the team and the Southampton man could be a wise addition.
He knows the Premier League and has the combative skills to really dictate player in the middle of the park.
The fees being discussed are relatively modest and that means that a deal would be relatively low-risk for Daniel Levy.
If he can beat Arsenal and Everton to the deal, he'll be very happy.
