Unfortunately for Spurs they have more work to do than most.
After a disappointing campaign, Jose Mourinho has a tough task to get the North London side back in contention for the top four.
Spurs bumbled through the season, and while they managed to snatch a sixth-place finish and a spot in the Europa League in the end, they were far from convincing.
Mourinho won't tolerate another season like that, and so the onus is on him to bolster his squad.
Given the economic impact of the COVID-19 pandemic, clubs are unlikely to have huge sums of money to spend on new players.
That means that teams will need to be a tad more pragmatic as they look for reinforcements.
For Spurs the work has already started on strengthening the first team squad, with one player well on the way to striking a deal.
Sky Sports are reporting that the club have agreed a fee with Southampton for Pierre-Emile Hojbjerg.
Valued at £18million by Transfermarkt, the midfielder is available for a transfer after impressing on the south coast.
Hojbjerg is entering the final year of his contract and that means that the Saints risk losing him for nothing if they don't offload him this summer.
It's exactly that which has alerted Spurs to his services.
It's claimed that the fee agreed for the Southampton captain is £15million plus the potential for bonuses, with the player now due to discuss personal terms and undergo a medical.
The deal could also see Kyle Walker-Peters head in the opposite direction, with the two parties agreeing a £12million deal for the full-back.

This is a deal that certainly looks to be mutually beneficial.
Tottenham Hotspur are desperate for a midfield enforcer and it seems that Pierre-Emile Hojbjerg could be the man to fill that void.
For a fee of around £15million, that is a bargain.
As for Kyle Walker-Peters, it's a deal that is probably best.
The full-back is a talented player but is seemingly not fancied in north London, meaning that he may be better off moving elsewhere.
Both Southampton and Tottenham look like they're going to benefit from this deal, while the two players will also be delighted to get it done.
With personal terms likely to be a formality, it's one that everyone should be delighted to have wrapped up with weeks to spare before the start of the new season.
