Zinedine Zidane’s side want €25 million (£22.6m) for the right-back, who has spent the season on loan at Sevilla.
They are still in the Europa League and will take on Manchester United in the semi-final this weekend.
Reguilon wants to play in the Champions League and the Blues can offer that, though the Gunners cannot.
Real do want a buy-back clause and it remains to be seen if that will be a sticking point in negotiations.
Chelsea and Arsenal are said to be “best positioned” to sign the star, but it is the Blues leading the race.

It’s a sad economic reality for the Gunners, who have not been able to qualify for the Champions League since the 2015/16 season.
It means they are going to struggle to attract the very best players and, while Reguilon would almost certainly improve them, he isn’t likely to be ending up at the Emirates.
Chelsea are also bankrolled by Roman Abramovich and have been paying sizeable fees for the likes of Timo Werner and Hakim Ziyech.
They can easily afford a fee of £22.6m, while it may be something of a battle for the Gunners.
