So far they've done well in that regard. Pierre-Emile Hojbjerg was bought for just £15m before Joe Hart arrived free of charge.
Deals for various Premier League players appear to be on the cards at the moment. Spurs could sign Leicester's Demarai Gray for £20m according to Football Insider.
Meanwhile, Football London have claimed the club have Wolves full-back Matt Doherty on their potential list of recruits.
However, none of those two names stick out like a certain player at Barcelona.

Of course, the eyes of the world are on where the Argentine decides to go after showing his desire to leave Barca.
Another of their star players could also be on his way out of La Liga - Luis Suarez.
The striker is set to have his contract terminated in Catalonia, thus granting the option to move somewhere for free.
Ajax have been widely-tipped to sign him but there is one suggestion that Spurs should move for the Uruguayan.

"Do you go and get Suarez or do you go and get Bale? Then you’re looking at the ages of the players in the squad.
“He actually works well with more experienced players, Jose, just look at his Inter Milan team. The only stumbling block in [a move for Suarez] is his wages.
“What Daniel Levy has to look at is that there is no transfer fee, and can he afford to pay his £400k-£500k-a-week wages.
“Luis Suarez has got the ego, got the background and the track record to go to Spurs and say: “You can play Harry Kane but you’re playing me as well."

Even under Mauricio Pochettino, Spurs never really made a landmark addition that made you stand up and take notice.
They've spent money on players like Steven Bergwijn and Tanguy Ndombele but both are relatively untested at the elite level.
However, signing someone like Suarez would be a statement, even if it was on a free transfer. He scored 21 goals last season in a poor Barcelona side and is one of the most clinical finishers on the planet.
Since leaving Liverpool for the Nou Camp, he's netted 198 goals and created 109 assists. His record is ridiculous, and what's more, is that Jose Mourinho rates him highly.
Speaking about the Uruguay international after he scored against Liverpool last term, he said:
"Incredible, incredible attitude. Messi is phenomenal, but to have next to him that kind of player [Suarez], that can – it’s not the word I want to use – do the dirty work. ‘But it’s not dirty, it’s important work, and on top of that work, the goal is phenomenal.
"You can look and say Matip is attracted by the ball, Van Dijk let him make the movement and lost him, but the movement is phenomenal."
Enough said. This is a player that has been there and done it all. He'd be a great capture for Spurs.
