It's hard to believe, isn't it? In 2019, they still had Mauricio Pochettino at the helm and they followed up their place in the Champions League final by spending over £130m as the season progressed.
This was Daniel Levy's moment to really take Spurs to the next level, but he failed to do so.
The club's record signing Tanguy Ndombele is already facing the exit door after refusing to play for Jose Mourinho and the global pandemic has been unkind to the north Londoners.
They are facing losses of £200m and consequently, it doesn't look like any big-money signings will be arriving at Spurs this summer.
This wasn't what Mourinho would have wanted. After all, he's used to working with huge budgets at clubs like Real Madrid, Chelsea and Manchester United.
Instead, the Portuguese and Levy are having to be canny - they are doing that by acquiring domestic players.
The latest through the door could be someone in the Championship. Of course, Josh King and Callum Wilson have both been touted but this time it's a player at a different newly-relegated side.
According to The Mirror, Spurs are now considering a move for Watford midfielder Will Hughes.
The Hornets are facing a tough battle to keep hold of the 25-year-old after being ejected from the Premier League and as a result, a fee of £13m could be enough to prise him away from Vicarage Road. To date, he has played in 77 Premier League matches.
Tottenham see Hughes as a way of boosting their home-grown quota and balancing out the squad ahead of a reshaping.
They are looking to cut the costs by moving on players like Serge Aurier, Juan Foyth and Danny Rose.

Spurs have already added to their midfield with the £15m addition of Pierre-Emile Hojbjerg so it's rather strange to see the club go after Hughes.
After all, they have a wealth of options to pick from in the middle of the park.
Whether it be Harry Winks, Eric Dier, Gedson Fernandes, Moussa Sissoko, Dele Alli or even Giovani Lo Celso, they are well-stocked in that area. That's without even considering Ndombele too.
Hughes has been hailed as a "top-class operator" during his time with Watford and it's clear to see why. His passing is steady at a success rate of 78.3% and he's not afraid to get stuck in, making 2.5 successful tackles per game last season.
Coincidentally, that's a tally that beats every single midfielder in the current Spurs squad. Of course, Watford have to do more defending but it's evidence of a player who would add a lot to Mourinho's side.
That being said, the sheer number of choices they have in the middle already dictates that they'd be rather wasting their money here.
Spurs need to cut the costs this summer and Hughes would not be a way of doing so. It would be a strange move if it goes through.
