Powell scooped the League Two Player of the Year award for his performances at previous club Crewe Alexandra, while Liverpool's Skrtel beat off competition from Manchester United's Antonio Valencia and Manchester City's Vincent Kompany to win the Premier League Player of the Year award.
Powell joined Manchester United from Crewe in a £4m deal last summer, after an incredible season with the League Two side.
The England youth international scored 16 goals - including a stunning finish in the Playoff final at Wembley - as Crewe won promotion to League One.
Powell eventually finished the season as the club's top scorer, and the 18-year-old won all five end-of-season awards at Crewe, including Player of the Year, Young Player of the Year and Goal of the Season.
Liverpool centre-back Martin Skrtel also capped an impressive season at Anfield with the Premier League Player of the Year at the fan-voted Northwest Football awards.
The Slovakian international also won the Liverpool Player of the Year award last season after a strong campaign at the heart of the Reds defence alongside Daniel Agger.
Liverpool right-back Martin Kelly was selected as the Rising Star, as reward for his breakthrough season at Anfield. The England under-21 international beat out competition from a number of his peers at youth level including Blackpool's Tom Ince, United's Nick Powell and Mats Daehli.
