The reason he will miss the pay-per-view is because of the WWE Network. The WWE's main focus is now on the Pay-Per-View events streaming through their Over-The-Top service, so they feel as thought they aren't pressured to use Lesnar at the event in The American Airlines Centre, Dallas on October 26th.

In the past, the WWE has used big title matches as main events through most PPV events as you could order through one off purchases. However now with the newer system where customers pay $9.99 per month for a subscription the WWE doesn't feel obliged to showcase their top talents in title matches at every PPV.

Who will face off at Hell in a Cell?

The way the WWE see's it is that with a lower price comes lower expectations, so fans cannot expect to see the likes of Lesnar and Cena at every PPV event.

Having said that, lets not do other superstars a disservice - there is plenty of talent that fans would happily watch compete. With Lesnar out of the picture for Hell in a Cell a rising star could see his stock rise with a big win at the event.

Who that rising star could be is still up for debate due to the fact that nothing has been announced regarding match ups for Hell in a cell. The rumors are circulating that Cena will face off against Dean Ambrose in the opening match up with the winner facing Mr. Money in the Bank, Seth Rollins in the main event later on that night.
