Ramos, who had a contract with Sevilla until next summer, handed in his resignation with Primera Liga club on Friday night before being unveiled as Spurs´ new manager on Saturday.
A Sevilla spokesman said: "It is true that he is going to consider submitting a formal complaint to FIFA and UEFA for negotiations with the coach, who had a contract, without the knowledge or permission of Sevilla FC."
