The Blues reportedly came close to signing the 23-year-old last summer, but a transfer fee could not be agreed between the two clubs, and he ended up staying at the Ramón Sánchez Pizjuán Stadium.
What is the latest news involving Kounde?
Kounde was the subject of intense interest from Chelsea prior to the current campaign, but Sevilla refused to accept anything below his £68 million release clause.
However, according to the Daily Mail, the France international has provided the west London outfit with a significant boost in their lengthy pursuit of his services.
It’s claimed that Kounde has informed the Sevilla hierarchy that he ‘remains determined’ to depart the club when the market reopens for business in a few months’ time.
And transfer expert Fabrizio Romano has now provided an update on the centre-back’s situation, revealing Chelsea are ‘still considering’ him as a potential target.
Romano claims that manager Thomas Tuchel has been a ‘big fan’ of Kounde for two years now and could finally snap up the talented star.
What has Brown said about Kounde?
Brown believes that Chelsea shouldn’t have too many issues completing a deal for Kounde, as they don’t currently appear to have ‘a massive rival’ for his signature.

He told GiveMeSport: “It doesn’t seem like they have a massive rival to sign him, I think the other teams who are looking for a centre-back are going in different directions.
“So, that seems to be one they might be able to complete quite easily and quite quickly once the sanctions are lifted, but they are probably going to need somebody else as well.”
What is Chelsea’s current centre-back situation?
First-choice centre-back Antonio Rudiger is set to join Real Madrid on a free transfer once his current contract expires in June, leaving a gaping hole in the Chelsea backline.
Andreas Christensen is also expected to follow suit, joining Xavi’s Barcelona revolution as a free agent, meaning defensive reinforcements will be required at Stamford Bridge.
Highly-rated academy graduate Levi Colwill could fill part of the void following a successful loan spell with Huddersfield Town this term.
But Chelsea will surely want a more senior and proven option to come in and replace Rudiger and Christensen, and Kounde could be an ideal candidate to do just that.
