According to Football Insider, Liverpool are plotting a move for Werner before the upcoming campaign gets underway.
The report suggests discussions have yet to take place with Chelsea, but the Reds are keen to seal a deal for the 53-cap Germany international after previously missing out on his services.
Instead of heading to Anfield as he made the move to the Premier League for the first time in his career, Werner ended up joining Chelsea after the £45million release clause written into his RB Leipzig contract was triggered two years ago.
However, Liverpool may be left frustrated once again as it is understood that the 26-year-old could be used in a player-plus-cash swap deal which would see Juventus’ Matthijs de Ligt head to Stamford Bridge.
Werner still has three years remaining on his Chelsea contract, which is worth £268,000-per-week.

What has Alex Crook said about Werner?
Crook has refused to rule out the possibility of Liverpool looking to take Werner off Chelsea’s hands.
The journalist understands Klopp is a fan of his fellow countryman and, having previously failed to win the race for his signature, could try his luck once again.
Crook told GIVEMESPORT: “Timo Werner is an interesting one because I think that’s an itch that Jurgen Klopp has always wanted to scratch.
“They tried to sign him before he went to Chelsea but weren’t willing to pay the money, so I think if he was available for a reasonable price, Klopp might be tempted.”
